Exhibition of EES Report

The EES preparation is now complete and will be on exhibition from Monday, February 4 until 5 pm on Friday, March 14, 2008. The Main Report is divided into ten chapters.

Opportunities for Public Comment

The EES process is the cornerstone of the Government’s assessment and approvals process for the proposed mining project. The EES process is also designed to give the community an opportunity to review all aspects of the project and the predicted environmental impacts within specialist studies as well as have input to the Government’s assessment of the project. Written submissions are usually reviewed and considered by a Panel Inquiry, prior to the Minister for Planning handing down the Assessment of the project. Those who have sent in a written submission during the public exhibition period can also make a presentation to the panel.

Interested parties are invited to review the EES and make a written submission on the EES by 5.00 p.m. on Friday 14th March 2008.

Submissions must be in writing and include the following information :

  • Identify the project (the Donald Mineral Sands Project).
  • Provide your name and address and any organisation that you may represent.
  • Where relevant, identify any special interest you may have in the proposal.
  • Make your comments on the projects and its impacts as described in the EES and identify which sections you are commenting on.
  • Indicate whether you want to make a presentation to the panel inquiry.

Submissions are treated as public documents and made available for any person to inspect during the Panel Inquiry. Copies of the submissions are also provided to the Department of Planning & Community Development and the proponent.

Following exhibition of the EES, DMS will respond in writing to the Panel Inquiry about any submissions received.

Review by a Panel Inquiry

It is anticipated that the Minister for Planning will decide to appoint a Panel Inquiry to review all exhibited documents and submissions.

A Panel Inquiry would hold a directions hearing shortly after the exhibition period, probably in mid April, in order to explain the panel process and to establish any directions and timetable for the proponent and submitters. A panel hearing would commence at a later date, most likely in May 2008.

If you make a submission you will be given the opportunity to present and discuss your submission at the panel hearing.

Upon completion of the panel hearing, the panel will prepare a report, including recommendations, to be submitted to the Minister for Planning. The Minister then issues a formal assessment of the project to the relevant decision makers to inform their approval decisions.
