Victorian requirements

On December 2, 2005 the Victorian Minister for Planning advised DMS that an Environment Effects Statement (EES) was required under the Environment Effects Act 1978.

The purpose of the EES is to provide a detailed description of the proposal and its potential effects on the environment, as well as associated economic and social effects.

Key steps in an EES process are:

The Department of Sustainability and Environment (DSE) establishes a Technical Reference Group (TRG).

 

Draft Assessment Guidelines are prepared and advertised for four weeks.

 

Assessment Guidelines are revised and finalised upon consideration of submissions.

 

EES studies and draft EES are prepared by DMS and its consultants.

 

Draft EES is reviewed by DSE and the TRG.

 

EES is publicly exhibited.

 

Independent inquiry is appointed to review the proposal, EES and any public submissions – including public hearing.

 

The inquiry provides a report to Victorian Minister for Planning.

 
Minister for Planning prepares an assessment to be considered by Victorian decision–makers, as well as the Commonwealth, with respect to its controlling provisions.

The Department of Sustainability and Environment has finalised EES assessment guidelines for the Donald Mineral Sands Project. The guidelines can be viewed on the DSE website, www.dse.vic.gov.au.
